Background Profile
Li Chang (b.1940), former deputy director at the Ministry of Public Security, was detained
on July 20, 1999, for holding a leadership position in the Falun Gong and organizing a
demonstration on April 25, 1999, outside Zhongnanhai, the Beijing headquarters for
senior Party officials.
On December 29, 1999, he was sentenced to 18 years' imprisonment,
followed by five years' deprivation of political rights for illegally obtaining state secrets and for
crimes related to organizing and participating in a cult (as specified under Article 300 of the
Criminal Law).
Li is currently held at Qianjin Prison in Chadian, Tianjin, and is due for release
in 2017.
The UN Working Group on Arbitrary Detention determined that Li's detention was
arbitrary on November 27, 2000.
